Talks between Deputy Head of the Rosselkhoznadzor Yevgeny Nepoklonov and Commercial Counselor at the Austrian Embassy in the Russian Federation Mr. Dietmar Fellner

The meeting was initiated by the Austrian party. Opening the talks Yevgeny Nepoklonov noted that it is important to maintain working contacts between the Rosselkhoznadzor and Veterinary Services of the EU member countries despite the sanctions and retaliatory economic measures, reports www.megafishnet.com with Rosselkhoznadzor.

Three weeks ago Yevgeny Nepoklonov met Austrian CVO Dr. Ulrich Herzog in the Netherlands. Phone- and videoconferences are regularly held. In his turn Mr. Dietmar Fellner stressed the importance of animal product export for the Austrian economy and in this context he addressed to the Rosselkhzonadzor with the request to inspect establishments interested in export of their products to the Russian market for the approved companies to start export as soon as the sanctions are removed. According to Yevgeny Nepoklonov such requests were received by the Rosselkhoznadzor from the Veterinary Services of the Netherlands, Denmark, France and Italy. And such interest is understandable, because when the sanctions are removed only Rosselkhoznadzor-inspected and approved plants will be able to resume export to Russia.

The last inspection of the Austrian plants by the Rosselkhoznadzor was held in February, 2014. Mr. Dietmar Fellner assured that all noted deficiencies have been removed. Yevgeny Nepoklonov explained that as soon as a detailed report on corrective actions is received the decision concerning the feasibility of further inspection will be taken. He also provided Mr. Dietmar Fellner with a 120-page questionnaire. Yevgeny Nepoklonov also reminded that the Rosselkhoznadzor has already proposed to the Austrian Veterinary Service to carry out its own inspection of the establishments interested in export of their products to Russia and able to comply with the appropriate requirements and to prepare an updated list of such establishments. Thus and also by joint risk analysis and creation of transparent certification and traceability system for consignments destined to Russia the credibility will be built. A great role in the formation of the list of companies authorized for export of food products to Russia will be played by the associations of exporters and importers.

Yevgeny Nepoklonov expressed his regrets over the unconstructive position of the European Commission which doesn’t approve of conclusion of bilateral agreements on safety of exported animal and plant products between Russia and individual EU countries. This standpoint resulted in a complete stop of pork product export to Russia from all EU countries at once. Explaining Russia’s attitude to feeds containing genetically modified components Yevgeny Nepoklonov stressed that the presence of any genetic constructions non-authorized in Russia is not admissible. Speaking about seedling export from Austria to Russia Yevgeny Nepoklonov explained that such export is possible only when each shipment is inspected by the Rosselkhoznadzor’s specialists for its phytosanitary safety.
