Newbuildings for non-quota and low margin species to get 30% refund

Russia’s Federal Agency for Fisheries held a meeting with fishing and shipbuilding companies, where they discussed the issues of placing orders for the construction of small and medium-tonnage vessels under the state program, which provides for reimbursement of up to 30% of the building costs, reports Megafishnet.com.

As a result of the discussion, it was decided to prepare a consolidated plan for the construction of small and medium-sized vessels until 2025. The need to expand existing support measures for new vessels up to 50 meters long was also highlighted.

In order to create economic incentives for replacing vessels that cannot be subject to investment fishing quotas due to the operation of such vessels on non-quota and low-value species, as well as to increase the share of domestic shipbuilding industry, the government decree No. 1917 approved the Rules for granting subsidies from the Federal budget to Russian organizations to reimburse part of the building costs

According to the decree, the amount of the subsidy provided shall not exceed 30% of the cost of a fishing vessel in accordance with the shipbuilding contract, taking into account the restrictions established by the decree on the maximum cost of construction of such a vessel (excluding value added tax).

Fishing vessels built at Russian shipyards with a length of 15 to 40 meters can apply for subsidies. The maximum subsidy for vessels 30 to 40 meters long will be 138 million rubles (ca. $1.8 million). For construction in the Far East and the Republic of Crimea the limit shall be 180 million rubles (ca. $2.4 million). At the same time, an investment project applying for a subsidy under the programme cannot simultaneously participate in an investment quota scheme.

As part of this subsidized program, 33 vessels are being built and planned for construction.

In particular, Adomat design seiner-trawlers for Marfish, Petrotral, Petrotral-2, Stalaktit companies are being built in the city of Svetly in the Kaliningrad region.

Upgraded MRS – 150 seiners are being built in Blagoveshchensk for Delta fish LLC and Vityaz – Auto LLC.

In Primorsko-Akhtarsk, a fishing boat PM – 74 M was built for the "Paris commune" fishing collective farm.

It is also planned to build a 10 boat series of Orion design vessels at the Feodosia MORE Shipyard (Crimea) for the"Black sea fishing company".
