Government preparing draft law on "On the Closed Cycle Economy" MKR

The Cabinet has approved the proposal of the Ministry of Natural Resources of the Russian Federation to develop a separate federal draft law "On the Closed Cycle Economy" in the Russian Federation. The future law will affect many industries including the fishery products sector, reports Megafishnet.com.

According to the Ministry, the transition to a closed-cycle economy, in which waste is processed and used as a resource in the production of new products, will reduce the amount of waste entering landfills, and will also contribute to the introduction of separate garbage collection and the use of an extended producer responsibility mechanism.

"The issue of the closed-cycle economy is at the intersection of ecology, industry, economy, agriculture and other sectors. We will not only have to create an infrastructure for separate waste collection, but also significantly reduce its volume by maximizing the use of secondary raw materials in production, and introduce the principles of reasonable consumption, which are an integral part of the closed-cycle economy. The Federal Law "On Production and Consumption Waste" is narrowly focused and contains only general rules for waste management. Practice shows that waste management and the formation of a closed-cycle economy will apply to different industries and each of them has its own specifics. All this requires a single integrating document, " said Alexander Kozlov, Minister of Natural Resources and Ecology of Russia.

According to him, by the end of 2021, the Ministry of Natural Resources of Russia will develop a concept for the future law.

It should be noted that the importance of the transition to a closed-cycle economy was outlined by Russian President Vladimir Putin during his address to the Federal Assembly.
