Automatic recording of customs declarations saves time for businesses in the Russian Far East

Automatic recording reduces the registration of customs declarations for the goods from one hour to one minute while the automatic release of the goods takes 3 minutes instead of the usual four hours. In the both cases participation of a customs officer in the process is excluded, according to the Far East Сustoms Authority.

Through the first nine months of 2018 the Far East Customs automatically registered 68% export and 10% import declarations. During the same period the office automatically released the goods submitted in 13% of export declarations and in 9% of import declarations submitted by participants of external trade of low risk.

Along with the above mentioned, there are some other information technologies worked out by the nation’s Federal Customs Service to simplify customs clearance and make it time-saving. In particular, electronic customs entry, which is across the board now, has enabled implementation of remote release of goods. More specifically, now a foreign trader can declare his goods in any customs office regardless of the goods’ point of destination or departure. Today, in the Russian Far East 90% of customs declarations are registered via use of the remote release technology.

Another technology of pre-arrival customs entry enables foreign trader to file a declaration before the goods come to Russia. On getting the information on the goods coming, the customs officers can approve their release shortly after the goods arrive in Russia. Therefore, the new technology eliminates the whole stage of customs clearance - bonded storage – thus cutting time of clearance procedures and minimizing traders’ expenses.
